Foreign Office, July 16, 1903. WITH reference to the letter from this Department of the 6th January, 1900, I am directed by the Marquess of Lansdowne to transmit to you a copy of a despatch from His Majesty's Chargé d'Affaires at Peking respecting the levy of wharfage duties at Santuao,
Mr. Townley suggests that an arrangement proposed by the Chinese Government should be accepted, by which His Majesty's Government agree to the collection of dues on British ships entering Santuao, on condition that if a permanent British Consul is appointed to reside at that port, he shall be a member of the Board charged with the execution of the harbour works, to the cost of which the wharfage duties are devoted, and shall have the same rights as the Chinese Delegates.
In view, however, of the fact that no such appointment is contemplated at present, Mr. Townley is of opinion that His Majesty's Consul at Foo-chow should have the right, in order to satisfy himself that the proceeds of the levy are being properly expended, to inspect the accounts at any time when he visits Santuao, provided he give notice in advance of his visit.
Lord Lansdowne proposes, if the Board of Trade concur, to authorize Mr. Townley to accept the proposed compromise, provided the Chinese Government agree to the suggested modification.
